TITLE: Director of Human Resources

Reports to: Chief Executive Officer

Classification/FLSA Status: Regular Full-time/Exempt

LOCATION: Salt Lake City, UT

POSITION SUMMARY**: Manages all aspects of the council's human resources (HR) functions. Design and implement legally sound HR practices and policies that will support strategic business goals and fulfill the organization's workforce needs as economic conditions change. It is critical that this person have the ability to interact with all levels of the organization, respond well to pressure, is resourceful and efficient, and maintain a high level of professionalism and confidentiality. Serves as lead functional subject matter expert and participates on the DEI committee.

Essential Duties and Responsibilities:

  1. Manage employee benefits including agent and carrier selection, enrollment, monthly administration, and invoice processing.
  2. Manage personnel records of all current and past employees, and ensure confidentiality of sensitive employee information.
  3. Manage an effective recruitment program including recruiting, job posting, screening, hiring employees to fill vacant or new positions, and new employee onboarding including regular year round and seasonal staff.
  4. Manage employee separation notices and related documentation, and conduct exit interviews.
  5. Manage communication and processes encouraging employee engagement including annual performance management and reviews, surveys, professional development and other employee culture initiatives.
  6. Interpret, administer, propose changes, and publish personnel policies and procedures. Responsible to remain current on and interpret employment law.
  7. Develops and manages HR departmental budgets and corresponding resource allocations.
  8. Active participation in the development of environments that foster diversity, equity, inclusion, and access through words, actions, and attitude.
  9. Develop internship program including developing and maintaining relationships with area colleges to connect with student interns.
  10. Maintain compliance and correspondence for GSU with ongoing reporting requirements to various entities.
  11. Performs other duties as necessary or assigned.

Required Skills/Abilities:

  2. Ability to work independently and accurately under pressure of multiple deadlines, while being flexible and adaptable.
  3. Must have exceptional organization skills with an attention to detail, thoroughness and follow-up.
  4. Must have expert level written and verbal communication skills, and strong decision-making ability.
  5. Excellent computer skills including Microsoft Office, and working knowledge of Paylocity and Workbright software is a plus.
  6. Ability to work a flexible schedule including evenings and weekends.
  7. Travel throughout council jurisdiction as needed to support GSU operations.
  8. Capability to provide own transportation and maintain valid operator license.

Education and Experience:

  1. Bachelor's degree or higher or equivalent experience. Human resources certification of PHR from HRCI or SHRM-CP from SHRM preferred.
  2. Minimum of four years of human resources management experience.

  • Prolonged periods sitting at a desk and working on a computer.
  • Operate office equipment manually.
  • Must be able to lift and/or move up to 25 pounds at times.
