Position:                               Human Resources Manager

Classification:                   Full-Time, Exempt

Responsible To:                 Chief Administrative Officer

 

 

Job Purpose:

  • To manage all aspects of the council's human resources functions, including the effective recruitment, retention, and development of a high-performing council staff, as well as seasonal and temporary staff; all health and welfare benefits; compensation and benefit administration; employee relations; personnel policy interpretation and administration; and maintenance and security of employee files and records.

Job Accountabilities:

 

 

  • Serve as a competent resource and provide guidance for staff and team leaders regarding employee relations and employment procedures.
  • Engage collaboratively with the CEO and the senior leadership team in strategic and directional planning and decisions that impact the overall shaping and advancement of the Council.
  • Develop and conduct recruiting and comprehensive on-boarding efforts for all council staff members, including seasonal, temporary, and interns.
  • Develop effective employee relations programs including disciplinary issues, internal investigations, and conflict resolution to ensure the consistent application of policies and procedures.
  • Develop training, mentoring, and other developmental opportunities based on council needs, career planning, succession planning, changing staff structure, etc.
  • Maintain oversight of the proper management, record keeping, and retention on employee personnel records and ensure their confidentiality.
  • Ensures all activities are in compliance with local, state, and federal employment and payroll laws.
  • Oversee Unemployment Insurance claims, Workers Compensation claims, Labor Commission Claims, EEOC claims, and other legal and employment issues.
  • Manage all health and welfare benefits for staff members ensuring plan and legal compliance as well as maintaining a healthy and comparable benefits program for staff members.
  • Administer the council's performance management program; train staff in coaching and feedback techniques and in conducting formal performance appraisals.
  • Analyze local and national salary and benefit surveys and data; develop and recommend strategies for attaining the council's compensation philosophy; and administer salary and benefit programs.
  • Monitor, update, and revise personnel policy manuals.
  • Oversee background check clearance for staff and board members.
  • Prepare annual department budget. Submit annual action steps and budget with rationale.
  • Maintain strict confidentiality when handling sensitive information.
  • Perform other duties as may be required.
  • Job duties may be subject to change pursuant to the activities of the department, and the organization as a whole.

Staff Member Role in Mission Efforts:

  • All staff members are required to have an active role in the council's membership, fund development, cookie program, and camp efforts, as set forth by the team leader.
  • As a staff member, you are a representative of Girl Scouts of Utah. People form their impressions of the council, in part, based on their interaction with you. Every personal contact is with a current or potential donor to or member of the council, and thus, these impressions can influence their actions.
  • As a staff member, it is your accountability to work collaboratively and cooperatively with other staff members, volunteers, members, and community representatives to ensure results for mutually acceptable goals.
  • All staff members are required to join the Girl Scout movement, accept the belief and principles of the Girl Scout movement, and have the ability to work with diverse populations.

 

Qualifications:

  • Minimum five years exempt-level professional HR experience. Experience in the administration of benefits and compensation programs. Up to date knowledge of labor and employment laws.
  • Strong leadership skills with the ability to motivate, recruit, communicate, and train staff members.
  • Bachelor's degree in business or human resources related field required or equivalent work experience will be considered. PHR or SPHR certification preferred.
  • Excellent interpersonal communication and coaching skills while achieving results in partnership with others.
  • Exceptional oral communication skills with the ability to speak clearly to people in one-on-one and group settings. Polished presentation skills.
  • Exceptional written communication skills with the ability to edit work for spelling and grammar, present numerical data effectively, and able to read and interpret written information. Ability to interpret employment and federal regulations and laws.
  • Strong work ethic with a high level of confidentiality and reputation for honesty and integrity.
  • Sound decision-making ability and creative problem-solving ability.
  • Detail oriented with strong organizational skills, management of multiple priorities, prioritize projects accordingly with time-sensitive deadlines, and gather and analyze information.
  • Computer proficient in Microsoft office, databases, email, internet applications, and internet research.
  • Willing to work as a full-time, exempt staff member. This will include evenings, weekends, and occasional holidays.
  • Must have a reliable vehicle for transportation, current driver's license, and automobile insurance.
  • Ability to sit at a workstation for up to 2 hours at a time.
  • Ability to view a computer screen for up to 2 hours at a time
